Understanding Success Criterion 2.3.2 Three Flashes

Web pages should not include any content that flashes more than three times a second.

Official Requirements

Success Criterion 2.3.2 Three Flashes (Level AAA): Web pages do not contain anything that flashes more than three times in any one second period.

Why is it required?

The purpose of this success criteria is to make content flashing at particular frequencies for more than a few flashes to people with photosensitive seizure disorders, as it may trigger seizures in them. 

How do we fix it?

No content should not flash for more than three times a second

Are there any exceptions?

Unlike Success Criterion 2.3.1, which allows flashing provided the light is dim enough or the area is tiny enough, Success Criterion 2.3.2 prohibits all content flashing at rates greater than 3 per second, regardless of the brightness or size of the content.
